This Thing Called PBB- The Cebu Sojourn
Much has been said-and hurtingly so- about this government experiment of compensating government employees vis-a-vis their äctual performance. It is called the Performance-Based Bonus or PBB in short. PBB aims to reward the performing schools, offices- called delivery units.
Those with acerbic tongues called PBB as "Puro But Bot" or roughly translated "pure nonsense"implying that there is nothing to await for, that officials are "natutulog lang sa pansitan".
The the truth is, until this very date, November 25, 2014, no money has ever been downloaded, for the release of PBB. Of course there are rumors that Region 4A is receiving theirs already. Be that as it may, for Regions 10, 11 and Caraga, there is none yet.
We are here in Cebu for a two-day Validation Workshop Relative to the Release of the Performance-Based Bonus (PBB) for the Year 2013. It's not puro butbot as many would make it appear. It's pure "tutok" and sleepless nights for the data handler (the Planning Officer mostly) to finalize the categorization of schools into small, medium and large. It is about ranking the schools in accordance with the different performance indicators. If there are schools with tie scores, we have to look into tie-breakers like simple drop out rate, NAT MPS, percent of increment etc. to justify why a school would receive this or that amount.
In short, close scrutiny is being implemented by the Central Office to ensure that only those deserving units and people would receive the performance-based bonus.
Tomorrow, we will go home with high hopes that after this, the funds will finally be downloaded to the delivery units so that the anxiously-waiting teachers and employees will finally receive their much awaited PBB. By then, hope the detractors will finally realize that their perception is utterly wrong and desperately baseless.
